Huh. Well now I feel silly for not having gotten around to playing Sims for the last six months or so. I figured I was mostly entertaining myself!
I have about a zillion mods, and whichever ones control uni pregnancy were installed a couple years ago, so I can't say for absolute sure what the secret is. The likely candidates are InTeenimater (http://www.simbology.com/mods/index.php?dir=inteen/inteenimater/&sort=date&order=desc) (I checked the user guide for my version and it does mention allowing YA pregnancy) and ACR (might need to go through the pie menus for... I think it's Global Overrides > Pregnancy > Allow Try For Baby, something like that, and make sure it's set to Allow Unmarried if you in fact want that).
I don't know if InTeen conflicts with Sim Blender, though, because I don't have the right expansion packs to install the latter.
