I just got back from hanging out with people who made home-made whips. For such purposes, obviously. I also got a second pair of socks. Not from my friend's girlfriend, though, but from some girl that kept frenching this other girl. They weren't hers, but she had them.
I think it would be possible to haxx0r that in. I can't think of one offhand, but there has to be SOME object where one Sim uses it and another one reacts in some way (besides the piano and guitar which the reacting Sims just stand in random places -- obviously not very useful), and where the first Sim holds something while using the object. With animation haxx0ring, sprite haxx0ring, and sound haxx0ring, you could turn it into one Sim "using" a whip and the other one "reacting" to being whipped.
But it would be work. And that is bad.
(I actually at one time devoted quite a bit of thought to turning the lovebed into such a thing. Problem is, I don't know that the game distinguishes between Sim A and Sim B in beduseageanimations, and I didn't want the guy to start whipping the girl, or both to start whipping each other. Plus there's nothing in anyone's hand to make look like a whip.)
I COULD make her constantly hold a whip, for the record. But I mean, constantly. While wearing normal clothes, anyway, it would be silly to attach the whip to her PJs or bathing suit and I'm not sure how much bother it would be to attach it to the nude mesh. But she'd be holding it while eating lunch or reading a book or brushing her teeth, which is kinda weird.
