The necessary size is something in excess of 3000 m. I don't know exactly, and I don't think the game tells you even once you've done it. The hard part is that you have to knock him aside, then find where he landed while the katamari stands astride the Earth like a giant ball of miscellaneous stuff.
It's not really THAT hard. The hard part is rolling up the King AND the Queen in the same run. And there's no real reward for it... just a different message at the end.
In other news, it was only over Christmas break that I managed a katamari of exactly 2 m. My brother told me he thought I was too big, so I rolled up another couple of desks just to spite him and hit square. Oh yeah.
