College is a giant game of musical chairs, yes. This is why it's good to go to a small campus. That way when you get sent between 5 different offices to find out who has to sign off to let you take an overload of classes, it doesn't take a whole week.
I remember plenty of course packet hassles at my small school as well... I think the problem is that professors tend to be bad at dealing with the mundane world (ie, counting students in their class). We usually picked ours up at the library (small enough school to only have one library) I remember on one occasion taking the library's original to the English Department copier to make copies for everyone and take them back to the library because noone else was going to do it.
